Dr. Pikuei Tu is director of Duke University’s Policy and Organizational Management Program and a faculty member at the Interdisciplinary & International Studies and Markets & Management Studies. Duke University is world-renowned for its excellence in education, research, and health care. Professor Tu’s teaching and research encompass international development policy, public and private sector strategies, health behavior, organizational behavior, and leadership.

Under Dr. Tu’s leadership, the Policy and Organizational Management Program develops and conducts research projects with academic, public and private institutions; it also provides customized executive education, consultation, and initiative design for ranking international government officials and private enterprises on a range of topics, including public management, leadership, global health, quality and performance evaluation, relationship marketing, crisis management, quantitative methods, and education. The unique approach of integrating disciplines and methodologies in teaching, research, exchange, and practice is a distinctive feature of the Program.

Professor Tu has more than 25 years of experience in designing custom programs and working directly with international dignitaries such as former Presidents of Mexico, Argentina, and Colombia, Constitution Justice of South Africa, and U.S. ambassadors. Her experience also includes consultations with international organizations and research institutes, foundations, non-governmental organizations, public agencies, and corporations. She serves as a board director to the Environmental Quality Protection Foundation. Dr. Tu has also been involved in public service in the local area. She served on the Personnel Appeals Committee and Pay Plan Review Committee at the Town of Chapel Hill, North Carolina.

Professor Tu received her doctorate in educational leadership with a concentration on organizations and social behavior at the University of North Carolina at Chapel Hill. She holds a master’s degree in international development policy as well as a graduate certificate in Latin American Studies from Duke University, and an MBA with a food and agribusiness focus from Santa Clara University.

Eric Friedlander

Eric Friedlander is an accomplished mission driven executive with 40 years of experience leading and managing complex organizations in challenging and politically charged environments at the state, local and federal level. Appointed by Kentucky Governor Andy Beshear to serve as Secretary of the Cabinet for Health and Family Services (CHFS) in December of 2019, Friedlander is responsible for over 8,000 employees in more than 150 locations including all 120 Kentucky counties and manages a budget exceeding $24 billion in FY 2024-2025. 

Key areas housed within CHFS include Medicaid, Public Health, Aging and Independent Living, Health Policy, Community Based Services (social services/low-income benefit programs), and Behavioral Health, Substance Use and Intellectual Disabilities. During his tenure as Cabinet Secretary, he also led through the COVID -19 Pandemic and subsequent economic, cultural and natural disaster recovery efforts.  With a mission to be a diverse and inclusive cabinet providing programs, services and supports that protect and promote the health and well-being of all Kentuckians and their communities, Friedlander has built a strong leadership team with a relentless focus on caring for Kentuckians which has moved the CHFS culture to be a strong, trauma informed, resilient and equitable organization.

Friedlander has also held leadership positions with the Commission for Children with Special Health Care Needs, Family Resource and Youth Service Centers, the Department for Behavioral Health, Developmental and Intellectual Disabilities, and the Office of the Inspector General. Notably, he played a key role in implementing the Affordable Care Act and transforming Kentucky's healthcare delivery system.

Beyond his state government positions, Friedlander previously served as Chief Resiliency Officer for Metro Louisville government as a part of the 100 Resilient Cities initiative of the Rockerfeller Foundation.  There, he was instrumental in earning Louisville the designation of a Compassionate City and led initiatives aimed at preparing the city to withstand and recover from various challenges. In that role he also served as the Director the Louisville’s Office of Resilience and Community Services overseeing programs serving marginalized populations either due to homelessness, poverty, or food insecurity.

Friedlander, of Louisville, has committed his life to public service and has served in various roles in government across both Democratic and Republican administrations.  He earned his Bachelor of Arts in Economics from Antioch College in Yellow Springs, Ohio.

Andrea Barton Reeves, JD

Andrea Barton Reeves is the Commissioner of the Connecticut Department of Social Services.  The Department delivers and funds a wide range of programs and services as Connecticut’s multi-faceted health and human services agency, including provisions of federal/state food and economic aid, health care coverage, independent living and home care, social work, child support, behavior health, protective services for older adults, and other vital services. With over twenty years of experience in Human Services and advocacy, Commissioner Barton Reeves has dedicated her career to ensuring equity, dignity and accessibility to services and supports for millions of residents throughout the state.  

An attorney by training, Andrea spent ten years as an Attorney for the minor child and a guardian ad litem, advocating for and protecting the rights of children in family, probate and child welfare courts across Connecticut. She also served as the CEO of Harc, Inc. in Hartford, supporting people with intellectual disabilities and their families. 

In 2020, she became the founding CEO of Connecticut’s Paid Family and Medical Leave Program, starting the state’s first new agency in 12 years from scratch, during a global pandemic.  Today, over 200,000 individuals and families have received paid family leave benefits.

The Hartford Business Journal has named her to its list of the Power 25 in Healthcare, the Top 25 Leaders In Business, as well as appearing twice on that publication’s list of New Leaders to Watch. She has also been twice named to the CT NAACP’s list of the 100 Most Influential Blacks in Connecticut and was recognized as 100 Women of Color in the New England region in 2020.  Andrea is also a TedX speaker, with a talk entitled “Social Justice in a Gymsuit.” 

She holds a BA in English from Rutgers University, and a Juris Doctor from New York Law School. She is also pursuing a Master’s degree in Ethics at Yale Divinity School, where she is as a Social Justice Scholar.

Kody H. Kinsley is a nationally recognized public health leader, executive, and presidential appointee. He joined the North Carolina Department of Health and Human Services in 2018. From 2022 to 2025, he served as North Carolina’s 18th Secretary of Health and Human Services under a Democrat governor, where he was unanimously confirmed by the state Senate. In 2023, Kinsley played a pivotal role in expanding Medicaid in the state, collaborating with the Republican-led General Assembly. This effort resulted in over 600,000 North Carolinians enrolling within the first year—twice the anticipated pace—and provided critical support, particularly to rural communities.

Kinsley has been a driving force in reshaping behavioral health in North Carolina, including an unprecedented $835 million budget to enhance treatment with systemic reforms, expanded crisis intervention access, integrated technology for better coordination, and the advancement of mental health services in schools, primary care, and homes.

A steadfast advocate for fairness, Kinsley has championed reforms addressing systemic health disparities. Committed to lowering healthcare costs and improving system effectiveness, Kinsley has prioritized addressing non-medical drivers of health. In 2022, he launched the nation’s first Healthy Opportunities Pilots, providing housing, food, and other essential services to high-need Medicaid enrollees, resulting in improved health outcomes and significant cost reductions. In 2024, Kinsley led the creation of a groundbreaking medical debt relief program that eliminated $4 billion in debt for nearly 2 million North Carolinians.

His distinguished career spans senior roles at the White House, the U.S. Department of Health and Human Services, and the U.S. Department of the Treasury. Appointed by President Barack Obama as Assistant Secretary of the Treasury for Management, in which he served as the Chief Operating Officer and Chief Financial Officer with a broad scope of responsibility for the agency, its nine bureaus, and 100,000 employees. He continued in the role under President Donald Trump’s first term.

Kinsley earned a Bachelor’s degree from Brevard College and a Master of Public Policy from the University of California, Berkeley. He is a fellow of the Aspen Institute’s Civil Society Fellowship and serves as an Adjunct Professor at the University of North Carolina, Chapel Hill.

Cheryl Lin, PhD

Dr. Cheryl Lin is Co-Director of the Policy and Organizational Management Program and on the faculty of the Markets & Management Program and the Psychology & Neuroscience Department at Duke University. She teaches marketing management, service quality, consumer psychology, health research, and international business. Her research focuses on interdisciplinary approaches to consumer insights, social influences, health behavior, decision science, and economics. She was the faculty lead of two Bass Connections projects, part of Duke’s cross-departmental research initiatives, and has published several high-impact research papers.

Professor Lin has extensive experience in innovative program development and curriculum design for executive training. She served as a reviewer for Fulbright Fellowship at Duke University and was awarded a visiting professorship at the American Advertising Education Foundation.

In addition to her academic endeavor, Dr. Lin served on the board of directors of the Chapel Hill Downtown Partnership for six years, appointed by the City Council to help promote economic prosperity. She is a board member of the Koo Foundation’s Cancer Center Biobank and Ethics Review Board and McKinney’s Cross-Industry Advisory Board. She also serves as the co-convener of the Duke-Taiwan Ministry of Health and Welfare symposium since 2006 and leads international exchanges of senior health officials. In 2010 and 2018, Dr. Lin received the prestigious Health Services Medals from the Taiwan Department of Health and the Ministry of Health and Welfare, respectively.

Dr. Lin holds a doctorate in education and business administration from the University of North Carolina at Chapel Hill, a master’s degree in economics from Duke University, and a bachelor’s degree in economics from the University of California at Berkeley.

Kaitlan Baston, MD, MSc, DFASAM

As New Jersey’s Health Commissioner, Dr. Kaitlan Baston is focused on decreasing health disparities, improving maternal child health outcomes, and enhancing integrated care for behavioral health and substance use disorders. She strives to ensure that all people have access to resources that can keep them healthy and to compassionate, evidence-based medical care when needed.

Dr. Baston began her career as a full spectrum family physician focused on underserved populations. Prior to coming to New Jersey, her work ranged from public health projects in Rwanda, to public maternity and trauma hospitals in the Dominican Republic, to providing full spectrum family planning services and working in a bilingual community health center in Seattle, Washington. She also built and led the Cooper Center for Healing, an integrated pain, addiction, and behavioral health center and was an Associate Professor of Medicine at Cooper Medical school of Rowan University.

Her experiences in primary care highlighted that both patients and medical professionals suffer from the lack of addiction medicine training and integration into healthcare. Following her addiction medicine fellowship, she came to Camden in 2015 driven to improve community-centered health care delivery, population health, and behavioral health. In the following seven years she built an inpatient addiction consult service, multiple interdisciplinary outpatient clinics, a wrap-around perinatal substance use disorder program, a harm reduction based low-barrier walk-in clinic, and the first program for emergency medicine services (EMS) field initiation of medication for addiction treatment. She led both undergraduate and graduate addiction medical education and started a new addiction medicine fellowship.

This work expanded to state and federal level health policy, and Dr. Baston became the Medical Director of Government Relations at Cooper University Health Care in 2019. She is nationally recognized for her work in perinatal substance use disorders and EMS delivery of addiction treatment. She has spoken to congress, the American Bar Association, and is a national educator for the organization Zero to Three. In 2011, she was awarded the Savacool Prize in Medical Ethics. She has been recognized as a New Jersey Top Doctor from 2017 to 2023, won the Golden Apple Teaching Award in 2021, the New Jersey Healthcare Innovation Hero award in 2022, and the New Jersey Hospital Association Healthy New Jersey Award in 2023.

Dr. Baston is dual boarded in Family Medicine and Addiction Medicine, obtained a master’s degree in Neuroscience from Kings College, London, and graduated from Jefferson Medical College in Philadelphia, PA.

Michelle Barnes, MBA

Appointed by Gov. Jared Polis in February 2019, Michelle Barnes serves as executive director of the Colorado Department of Human Services. The mission of the Department is to collaboratively design and deliver high-quality human and health services that improve the safety, independence, and well-being of the people of Colorado. CDHS works with partners in State and county governments, nonprofits, advocates, community residents, providers and many others to empower Coloradans to thrive through bold and innovative health and human services. To serve the people of Colorado, CDHS develops a culture and work environment that creates an energized, inspired, and healthy team capable of giving their best to Coloradans.

Coming from the nonprofit sector, Barnes has held leadership positions in a variety of organizations in different sectors. Earlier in her career, Michelle spent a decade in the technology sector. In 2008, she founded Interim Leadership Solutions to lead organizations in transition by serving as the interim CEO, including Food Bank of the Rockies, Senior Housing Options and Tourette Association. Other roles were in youth development, domestic violence, environmental sustainability, getting youth active in the outdoors, and early childhood education.

Over her career, Michelle Barnes has championed bold change with her ability to motivate and inspire individuals to identify their highest potential. Known as an accomplished business "optimizer" with demonstrated achievements in state government, for profit tech, and nonprofit sectors, she is a believer that having fun and having impact can go hand in hand. Today, Michelle can be found maximizing the lives of her fellow Coloradans. As a result of what she does, millions of Coloradans receive support and services that help them to thrive.

She also volunteers as a court-appointed special advocate. She holds an MBA from UCLA and a BA from William & Mary. In her free time, she can be found in the mountains of Colorado or plotting her next adventure.
